"This doesn’t mean we don’t access risks and take precautions, it means that we value innovation over fear, and use scientific observation to help us make decisions, not popular perception."

I think you meant assess ^.^ hehe.

Another point: the flat earth. If Christopho Colombo (raper of the new world - no, seriously, read his journals and letters) had valued fear over innovation like almost everyone else at the time, we might not be here arguing about this. And in relation to the last paragraph - well, how did anyone know Colombo achieved what he said he did, with his maps written on napkins? Well, other went and tried it. (turned out Colombo was wrong anyway, about where he had been) but if others hadn't picked up on his ideas... well, where would we be now?

"The pessimist points out that the same techniques that can make biofuel bacteria, test your DNA for diseases, and find new species can just as easily produce deadly pathogens, encourage genetic self-mutilation, and release invasive microscopic species. Should we be happy or terrified?"

I would like to point out that this happens already and if we let this field of study languish we will be caught unawares without any defenses.

I mean, when vaccination was first discovered, the pope at the time called it the devil's work.
