I’m waiting for the riots to start in UK. The people, hopefully, will NOT stand for this invasion of privacy.

Furthermore, they’ll probably fail at setting it up so much that some hackers will gain access and show the world how insecure they really are.

I think the key is not to try and fight these sort of efforts with all we’ve got. After all, you’ve implied that the private sector could potentially have this sort of thing in place already.

The key is in making information sharing as widely distributed, transparent, and bottom-up as possible. The possibility for a private life is fading, but the potential for monitoring abuses in authority is increasing. 1984 is not what happens when privacy is lost, it is what happens when the camera only points one way.

Mass surveillance systems in countries like Britain have been unsuccessful at bringing criminals to justice. However it has been used to track political dissidents extremely well even in country like the US.

However ignoring the Orwellian overtones I think the real purpose and lobbyist group for this is sort of hidden. In bullet five, last item, “P2P monitoring”. Yeah, thank you copyright groups for destroying personal freedoms and privacy just to guard your profits.
