Teodora Chis

Teodora Chis is a senior analyst at RAND Europe on the Science and Emerging Technology team. Her main areas of focus include quantum technology policy issues such as workforce development, models of international cooperation and competition, global supply chains, and mission-oriented approaches to align technological development with societal goals. Chis also plays a key role in the Metascience Novelty Indicators Challenge, a program that aims to identify the best computational approaches to detecting novelty in science. Prior to joining RAND, Chis worked as a researcher and practitioner focusing on challenge prizes and open innovation funding models; her work informed the design of several high-impact programs, including the Toyota Mobility Foundation's Sustainable Cities Challenge and Global Affairs Canada's Afri-Plastics Challenge fund. Chis also worked as a consultant helping European cities develop urban innovation programs and was part of a strategic foresight team at the NATO HQ in Brussels.
